Sheriff’s Office Announces Two Arrests After Busy Week of Jefferson County Investigations
Separate cases involved burglary and stealing charges in Pacific and a domestic assault investigation in Hillsboro.

The Jefferson County Sheriff’s Office announced two separate arrests Friday following investigations into a series of burglary and stealing cases and a domestic assault case that left a woman injured from a gunshot wound.
The two cases are unrelated, but together they point to a busy week for Sheriff Dave Marshak’s office, with deputies, detectives, and SWAT personnel working multiple serious investigations involving firearms, alleged burglary, property damage, and violence inside a home.
Pacific Man Charged in Multiple Burglary and Stealing Cases
Nicholas Chapman of Pacific is being held at the Jefferson County Jail without bond.
In one case, Nicholas Chapman of Pacific has been charged with multiple felonies after investigators say he forced his way into a home, stole from and damaged vehicles, stole firearms, and victimized multiple Jefferson County residents.
According to the Sheriff’s Office, investigators believe the crimes occurred between April 11 and April 15.
Chapman is charged with multiple felony counts, including Burglary in the Second Degree, Stealing of $750 or more, Attempted Burglary in the First Degree, Property Damage in the First Degree, Damage to a Motor Vehicle with Intent to Steal, Burglary in the First Degree, Stealing a Motor Vehicle, two counts of Stealing a Firearm, and three counts of Burglary in the Second Degree, First Offense Unlawful Entry Into a Motor Vehicle.
He is also charged with misdemeanor counts of Property Damage in the Second Degree, Stealing, and Stealing less than $150.
Investigators say the first burglary report led detectives to Chapman after they confirmed he had done rehab work inside the home earlier in the month. The Sheriff’s Office says Chapman allegedly returned during the early morning hours of April 11 to burglarize the home.
Additional stealing and burglary reports were made in the days that followed.

Chapman is being held at the Jefferson County Jail without bond.
Hillsboro Man Charged After Woman Shot During Domestic Assault
Frank Forshee of Hillsboro is being held at the Jefferson County Jail without bond.
In a separate case, 65-year-old Frank Forshee of Hillsboro has been charged following an investigation into a domestic assault that resulted in a woman being shot.
Forshee is charged with Domestic Assault in the First Degree, Armed Criminal Action, and Unlawful Possession of a Firearm.
According to investigators, Forshee was arguing with a female victim at a home in the 6900 block of Klondike Road in Hillsboro on May 3. During the argument, the victim’s dog started barking. Investigators say Forshee reportedly became upset when the dog would not stop barking, allegedly threatened the woman with a knife, then grabbed a gun and fired a single shot, hitting her.
The woman was able to get out of the house and was transported to a hospital. She was treated and later released.
After the shooting, the Sheriff’s Office says Forshee left the home and hid in a wooded area. Deputies, detectives, and SWAT team members spent hours searching for him.
Detectives eventually contacted Forshee by mobile phone, built rapport with him, and convinced him to surrender. Forshee was taken into custody on May 4 without incident.
Following his arrest, Forshee was transported to an area hospital for a procedure unrelated to the incident. He was later booked at the Jefferson County Jail on May 7 and is being held without bond.
A Busy Week for the Sheriff’s Office
The two arrests came after separate investigations that required different responses from the Sheriff’s Office.
In the Chapman case, detectives worked through multiple reports involving burglary, stealing, vehicle damage, and stolen firearms. In the Forshee case, deputies, detectives, and SWAT members responded to a domestic violence investigation that included a shooting, a search through a wooded area, and a negotiated surrender.
Both men are being held without bond at the Jefferson County Jail.
