Joe Maddock is a dedicated conservative leader, small business owner, and community advocate running to serve as the Republican candidate for Jefferson County Circuit Clerk. As the founder of Maddock Insurance Group and President of the Jefferson County Republican Club, Joe brings an extensive background in business administration, accounting, and fiscal responsibility to this vital role. Joe serves as Treasurer for the Arnold Chamber of Commerce, where he was honored as the Don Earl Citizen of the Year, and is a trusted member of the Jefferson County Merit System Commission. Joe studied Accounting and Business Administration at Missouri State University. He and his wife, Cara, live in Arnold, where they are proudly raising their family. Guided by core constitutional principles, Joe is committed to modernizing local court operations, ensuring transparency, and protecting taxpayer dollars to deliver an efficient, trustworthy justice system for all Jefferson County families.
Why are you running for this office?
Family is everything to me, and they are the exact reason I am taking the step to run for Circuit Clerk of Jefferson County. As a longtime resident, I know this community has given so much to my family, but lately, like many of you, I've felt that our local institutions are losing sight of who they are truly meant to serve. Public service and community protection run deep in my blood. My dad was a dedicated police officer, and my brother currently serves in law enforcement. Having grown up in a law enforcement family, I have seen firsthand the profound impact of their daily service and sacrifice. A strong, secure, and efficient courthouse is a vital pillar in supporting our brave officers and keeping our streets safe. Our courthouse deserves leadership that operates with total honesty, respects our hard-earned tax dollars, and treats public service as a sacred trust. That is why, with the full support of my family, I chose to run. I am stepping up to restore unwavering integrity, transparency, and fiscal accountability to our county’s legal system for my family, for your family, and for our shared future.
What experience best prepares you to serve in this role?
My unique combination of business ownership, strict compliance experience, and deep community leadership has prepared me to serve as Circuit Clerk. Working in healthcare finance, I manage sensitive records under strict HIPAA regulations where errors have catastrophic consequences. As a local business owner and Treasurer for the Arnold Chamber of Commerce, I possess the strong fiscal background required to manage millions in taxpayer dollars responsibly. And growing up in a law enforcement family has instilled in me a deep commitment to accountability, public safety, and present leadership. I am fully prepared to show up and effectively lead this office from day one.
What is the most important issue facing Jefferson County right now?
The most critical issue facing Jefferson County right now is a profound lack of trust. Disturbing headlines have conditioned us to believe that every elected official is corrupt or bought out, overshadowing the reality that well-meaning people can simply disagree on how to move our community forward. However, the real threat isn't honest disagreement; it’s selfish politicians who abuse the public trust. We should be concerned about officials who mistreat constituents and staff, waste hard-earned taxpayer dollars, and those who continue collecting a paycheck despite not showing up for work and doing nothing for the people they serve. When leaders treat public office as a personal entitlement rather than a sacred responsibility, community trust erodes. As Circuit Clerk, I am running to bridge this gap. I will ensure our courthouse operates with a culture of respect for both staff and citizens. It’s time to replace self-serving politics with true public service, bringing accountability back to Jefferson County so we can rebuild trust and move forward together.
What is one specific thing you would like to accomplish during your term?
The most pressing specific goal for my term is addressing the critical need for a new Jefferson County Justice Center. Currently, both our outdated courthouse and jail facilities pose significant liabilities. The real challenge, however, is finding a way to pay for this essential project at a time when taxpayers are already paying too much. I refuse to simply burden our families with higher taxes. Instead, I will leverage my extensive business and financial background to exhaust every creative, fiscally responsible avenue to help fund and build a modern Justice Center that our community can be proud of. But a building is only as good as the people inside it. True achievement starts from within. Alongside fixing the infrastructure, I am fully committed to rebuilding an internal courthouse culture where our hard- working staff members are happy, motivated, and proud to come to work. By combining smart fiscal stewardship with a supportive workplace environment, we can eliminate waste, boost operational efficiency, and deliver a secure, state-of-the-art justice facility that serves our citizens with absolute integrity.
How would you describe your approach to serving taxpayers?
My approach to serving taxpayers is built on proactive problem-solving, fiscal responsibility, and accountable leadership. When I see a problem, I step up to fix it. However, effective public service requires collaboration, not micromanagement. I know my strengths, and when I see capable people, I am quick to move into a supportive role. Our community and courthouse staff deserve a leader who empowers talent to deliver the best results for our citizens. Taxpayers also deserve ultimate accountability. My leadership philosophy is simple: praise is public, and coaching is private. I will always champion our hard-working employees when they do an amazing job, while directly taking the criticism when challenges arise. By fostering a respectful, high-performing workplace, I will ensure Jefferson County families receive the efficient, honest, and high-quality service they pay for and deserve.
What experience prepares you to manage court records and public-facing court services?
My career in health insurance and healthcare finance directly prepares me for the precise demands of the Circuit Clerk’s office. In my current role, poor attention to detail isn’t just an inconvenience. Mistakes can have life-changing consequences for individuals. Furthermore, navigating healthcare finance means operating under HIPAA, which imposes some of the strictest privacy and data security laws in existence. Jefferson County citizens deserve public servants who treat their sensitive legal data with that same level of absolute care. There is zero room for administrative errors, improper paperwork submissions, or data leaks, whether accidental or purposeful. The public must have total confidence that the person overseeing their records is trustworthy and meticulous. My professional background allows me to bring rigorous compliance standards and a commitment to error-free, confidential service to our local court system.
What do you believe voters should understand about the role of the Circuit Clerk’s office?
The Circuit Clerk’s office is the operational engine of our local justice system. From traffic tickets and jury duty to critical court records, almost every life event passes through it. When this office lacks absolute integrity, the entire legal system slows down and public funds are put at risk. That is why efficiency, honesty, and strict financial oversight matter.
What role should technology play in making court records, filings, and case information easier to access?
Technology can play a transformative role in making court records and filings easily accessible, and we must utilize it to the fullest extent legally possible. However, modernization is only effective if we can guarantee the absolute security of personal information and accuracy in delivery. Currently, our courthouse's technological systems are fractionalized and disjointed, slowing down operations for citizens and staff alike and posing a significant risk of mistakes. We don't just need new tools; we need leadership with a proven background to establish a clear roadmap and actually show up to work to execute it. As Circuit Clerk, I will bridge these gaps to streamline access, protect your private data, and build a cohesive, modern court system Jefferson County can rely on.
How would you ensure court records are handled accurately, securely, and efficiently?
Ensuring accuracy, security, and efficiency all start at the top. Our staff needs to know that the person elected to lead the department will actually be there, working right alongside them every single day. If a leader doesn’t show up and is completely unreachable, the entire workplace culture shifts for the worse. Simply put, if leadership isn't accountable, it is impossible to hold anyone else accountable. As Circuit Clerk, I will lead by example. My active presence will foster a workplace culture built on excellence, high morale, and meticulous attention to detail. From that foundation, we will implement rigorous quality-control checks for all filings, enforce strict compliance with data privacy protocols, and eliminate operational bottlenecks. By being accessible and deeply involved, I will ensure our team has the oversight required to protect your sensitive records and keep the county's legal engine running flawlessly.
How would you improve customer service for residents, attorneys, law enforcement, and others who interact with the court system?
Improving customer service for residents, attorneys, and law enforcement comes down to one core principle: a present, engaged leader. Jefferson County’s court staff is made up of great, hard-working people. However, if the culture trickling down from leadership is one of absenteeism, it is unreasonable to expect the staff to maintain the high motivation needed to deliver exceptional service. When leadership doesn’t show up, morale plummets, wait times increase, and the public suffers. I will change that by being an active, available partner to my team. By working side-by-side with our staff, I will cultivate an environment of mutual respect, high energy, and clear expectations. When our internal culture is energized and supported, that positive transformation will directly translate into faster processing, fewer errors, and a helpful, professional experience for everyone who interacts with the Jefferson County court system.
How would you work with judges, attorneys, law enforcement, and county officials while maintaining the independence and professionalism of the office?
Maintaining independence while fostering strong collaboration comes naturally to me. I have been very fortunate to build great relationships with many of these individuals already through my years in community service. I truly enjoy connecting with people. I recognize that our judges, attorneys, law enforcement, and county officials are all dedicated professionals. Working together effectively doesn't mean we will always agree on everything. True professionalism requires being available, respectful, and honest. My approach is simple: they will always know exactly where I stand. I will never hide from a challenge or avoid a tough conversation. By establishing a baseline of mutual respect and open, direct communication, we can protect the necessary independence of the Circuit Clerk’s office while working seamlessly alongside our county partners to ensure a safe, efficient, and trustworthy justice system for Jefferson County.
What are the biggest challenges facing the Circuit Clerk’s office today?
The biggest challenge facing the Circuit Clerk’s office is a severe lack of accountable leadership from the top. When the person elected to lead fails to show up, operations stall and employee morale plummets. We need an active, present leader who works alongside staff to restore efficiency and public trust.
What commitment can you make to voters regarding your daily presence, availability, and hands-on management of the Circuit Clerk’s office during regular business hours?
I have said it many times throughout this campaign, and I will say it again because it is a non-negotiable promise: I will work tirelessly to set clear, achievable goals for this office, and I will actually show up every single day to get them done. Public office is a full-time commitment to the taxpayers, not a part-time hobby or a passive paycheck. During regular business hours, my primary focus will be right here in the courthouse. I will be fully present, accessible, and actively engaged in the hands-on management of our operations. My door will always be open to our management team, court staff, and all community stakeholders. By remaining accessible, I can hear firsthand what is working, address problems immediately, and keep our office moving forward smoothly. When a leader is consistently present and leading by example, it builds a culture of mutual respect and accountability. That is the exact commitment I make to you. Together, we will work side-by-side to Restore Integrity and Rebuild Trust in the Jefferson County Circuit Clerk’s office.
